Conditions have been found to exist in the town that make it reasonable for the purposes of public safety to establish curfew times earlier than those specified by I.C. 31-37-2 and 31-37-3, in particular the loitering of young people in public places late at night and the subsequent occurrence of vandalism and damage to property at or near the times said young people have been found to have gathered in various public places within the corporate boundaries of the town.
