§ 131.03 CRITERIA FOR ESTABLISHING VIOLATION.
   Conviction for a violation of this chapter will be determined by the appropriate judicial authority based upon the totality of the circumstances present, including, but not limited to, that the owner has received notices of suspected illegal activity pursuant to §§ 131.01 and 131.02 of this chapter.
