§ 30.31 TOWN PARK AUTHORITY.
   (A)   The Town Department of Parks and Recreation, and the Board of Parks and Recreation, organized under I.C. 36-10-2 and 36-10-3, shall be dissolved upon passage of this section.
   (B)   The Town Council is hereby designated as the Park Authority, and charged with the management of all town parks, including approaches. (Authority, I.C. 36-10-5-2(b)(2)(C))
   (C)   The Town Council, as Park Authority, may adopt rules concerning the laying out, improvement, preservation, ornamentation, and management of the parks.
   (D)   The Town Council shall appoint a person to serve as the Director of the Topeka Parks, and said Director shall have discretion to hire employees to carry out the day-to-day functions of managing the parks and recreation facilities of the town, subject to the approval of the Park Authority.
   (E)   The Director of the Topeka Parks shall report regularly to the Park Authority when it meets as the Town Council.
   (F)   The rules and regulations and fees set forth in §§ 91.15, 91.16, 91.17, 91.18, and 91.19 are hereby reaffirmed as the current rules, regulations, and fees for the town parks.
   (G)   All books, documents, and other property of the former Board of Parks and Recreation shall be transferred to the town and owned, held, and maintained as all other municipally owned property, subject to the governance of the Park Authority.
   (H)   All employees of the former Department of Parks and Recreation, except for the Superintendent of Parks and Recreation, shall become employees of the newly created executive department known as Topeka Parks, and subject to the governing authority of the Park Authority.
