§ 90.03 4-H ANIMAL PERMITS.
   (A)   An animal permit is required for a child to house and care for any 4-H animal within the town limits that is otherwise prohibited pursuant to the applicable town ordinance (horse, calf, swine, goat and sheep).
   (B)   (1)   In order to apply for a 4-H animal permit, an interested party must request a hearing before the Town Council.
      (2)   In making a determination, the Council will take into account the following factors which must be provided by the party seeking the 4-H animal permit:
         (a)   Size of the lot in which the animal will be kept or otherwise cared for;
         (b)   Type of shelter or accommodations necessary for housing said animal;
         (c)   Type of animal, including:
            1.   Size;
            2.   Characteristics; and
            3.   Temperament.
         (d)   Child’s past experience or skill in raising or caring for said animals; and
         (e)   The town will notify all adjacent neighbors for input.
   (C)   The permit must be renewed annually if the child wishes to continue participation in 4-H activities with said animal; there is no fee for the permit or renewal.
