The town shall have the right to direct the Town Marshal or any other agents to remove and tow away, or have removed and towed away, by any commercial towing service, any motor vehicle illegally parked under this chapter. Any motor vehicle so towed away shall be stored in a safe place and restored to the owner or operator of the same upon the payment of the commercial towing bill, presentation of proper proof of ownership and proof of payment of the penalty under this chapter.
