The Town Council empowers the Town Manager to declare a snow emergency within the corporate limits of the town at any time and from time to time as in the complete discretion of said Town Manager may be necessary to secure the orderly movement of traffic and removal of snow from the streets of the town. Said declaration shall be announced to the public in such a manner as to inform the largest number of residents of the town within the constraints of the situation.
