In the town, whenever a second or right-hand lane (not otherwise designated as a turn lane) is available for travel, it shall be deemed a slow traffic lane, and to the extent possible, so marked. Whenever a slow traffic lane is available, it shall be unlawful for any vehicle, human powered, animal powered or otherwise required to display a slow moving vehicle sign, to leave said lane unless the reason is to overtake another such vehicle or emergency in nature.
