§ 90.001 DEFINITIONS.
   ANIMAL. Any domestic or wild animal of a species that is susceptible to rabies, inclusive of livestock.
   ANIMAL CONTROL OFFICER. A person who is employed by the city primarily to enforce the laws relating to animal control.
   CIRCUS. A commercial variety show featuring animal acts for public entertainment.
   CONFINED ANIMAL. An animal that is confined within a building or home, or within a fenced yard or premises so that the animal cannot escape from the building, house or fenced yard or premises without human assistance.
   DOMESTICATED FOWL. Includes, but is not limited to, chickens, ducks, geese, guineas, and pigeons.
   HIGH RISK ANIMALS. Includes coyotes, skunks, bats, foxes, and raccoons.
   LIVESTOCK. Any breed of large domesticated animals, including, but not limited to cattle, horses, sheep, goats, rabbits, llamas, and alpacas.
   OWNER. Any person owning, keeping or harboring one or more animals. An animal shall be deemed to be harbored if it is fed, sheltered, or allowed or permitted to remain on a person's property or property under the control of the person for three or more days without the person notifying the office of the regulatory authority. If the owner or keeper of an animal is a minor, the parent or guardian of that minor shall be responsible for compliance with the specifications of this chapter.
   PEN. Small enclosure for confining.
   RUNNING AT LARGE. Any dog, cat, or other animal, livestock, or fowl not under direct physical control of its owner or keeper, on the streets, sidewalks or other public or private places. It shall be presumed that any animal found running at large was permitted or allowed to do so by the owner or keeper thereof.
   SERIOUS BODILY INJURY. An injury characterized by severe bodily injuries or severe ripping and tearing of muscle that would cause a reasonable prudent person to seek treatment from a medical professional and would require hospitalization without regard to whether or not the person actually sought medical treatment.
   WILD AND EXOTIC ANIMALS. Any mammal, amphibian, reptile or fowl which is of a species which is wild by nature, and that the species which, due to size, vicious nature or other characteristics is dangerous to human beings. Such animals shall include, but not be limited to, lions, tigers, leopards, panthers, lynx, wolves, raccoons, skunks, (whether deodorized or not), apes, gorillas, monkeys, foxes, elephants, rhinoceroses, alligators, crocodiles, and all forms of poisonous reptiles, and any other animal that is not indigenous to the county.
