Local limits will be established if required, to insure that the maximum allowable headworks loadings to the wastewater treatment facility are not exceeded. No person shall discharge wastewater containing in excess of the instantaneous maximum allowable discharge limits except by permit from the Control Authority. The Control Authority may revise or modify the local limits as required, or if deemed necessary to comply with the objectives presented in this chapter or the general and specific prohibitions in this chapter or to insure compliance with federal, state, or local law.
