(A) Detailed plans and specifications shall be required for all new streets and street extensions and shall be prepared by a professional engineer registered to do business in the state. The Standard Specifications for Highway Construction as promulgated by the Arkansas State Highway and Transportation Department (ARDOT), 1996 edition and latest edition, and the standard drawings of the Arkansas State Highway and Transportation Department shall be the basis for the preparation of the detailed plans and specifications and shall apply in all cases except where these standards are in direct conflict with ARDOT standards. (B) Approval of the detailed plans and specifications by the city does not constitute warranty of the plans and specifications and does not relieve the engineer of record of his or her professional responsibility in the design of the facilities or in the preparation of any engineering reports done in association with the project.
