11-1-14: RULES AND REGULATIONS:
The mayor and common council shall have the power and authority to prescribe rules and regulations, or to delegate the same and to adopt the same, from time to time, in order to make the department as responsive and efficient as possible. (Ord. 3-81-82, 12-21-1981)
