The department shall provide ambulance service in accordance with the Arizona Revised Statutes, the city charter, this code and any and all rules and regulations that the mayor and common council may adopt from time to time. In the event ambulance service is delegated to an outside authority, the department shall defer to the authority, but shall cooperate by exercising it authority when requested to do so.
