There shall be and hereby is created the ambulance department of the city of Tombstone (hereinafter referred to as the "department"). Members of the department shall include the ambulance advisory board, the ambulance director, the assistant ambulance director and such other and additional members as may be qualified by the Arizona department of health services, certified by the Arizona corporation commission and appointed by the mayor and common council.
