9-2-8: EXCEPTION:
Notwithstanding the parking prohibitions contained in this chapter, it shall not be unlawful for a public officer or employee acting within the scope of his or her public duties to park temporarily in a "no parking", "restricted parking", or loading zone, or on a public street, right of way or alley in performance of his or her duties, during an emergency, or if necessary to protect the health, safety or welfare of the city and its citizens and provided that parking the vehicle under this exception does not create a safety hazard and does not inhibit the free flow of vehicular traffic as described in section 9-2-2 of this chapter except in the case of an emergency or by order of the marshal.
