Any vehicle remaining parked upon any sidewalk of the city for more than three (3) days, or any disabled vehicle remaining parked upon any street of the city for more than seven (7) days, is declared to be an abandoned vehicle and the marshal shall forthwith remove the same from the sidewalks or streets of the city at the expense of the owner of such vehicle.
