4-3-5: STANDARDS FOR ISSUANCE:
Upon receipt of an application, the clerk shall cause an investigation of the applicant's business reputation and moral character by the police department.
   A.   The clerk shall approve the application within fifteen (15) working days, unless the investigation discloses tangible evidence that the conduct of the applicant's business would pose a substantial threat to the public health, safety, morals or general welfare of the city and its residents. In particular, the following will constitute valid reasons for a disapproval of an application:
      1.   Tangible evidence that the applicant has been convicted of a crime of moral turpitude; or
      2.   Tangible evidence that the applicant has made wilful misstatements in the applications; or
      3.   Tangible evidence that the applicant has committed prior violations of ordinances pertaining to itinerant merchants, peddlers, or solicitors and the like; or
      4.   Tangible evidence that the applicant has committed prior fraudulent acts; or
      5.   Tangible evidence that the applicant has an unsatisfactory moral character. (Ord. 2004-10, 11-30-2004)
