No license granted or issued under any of the provisions of this chapter shall be in any manner assignable or transferable, or shall authorize any person other than is named therein to do business, or authorize the same to be done in any place other than is therein named or designated, unless the permission of the mayor and common council to make such assignment, transfer or change is endorsed on such license.
