3-1-2: LICENSE REQUIRED:

No person shall keep or offer for sale at retail or conduct any place for the sale at retail of alcoholic liquors within the corporate limits of the city without having a valid license to do so, issued by the mayor, as hereinafter provided. (Ord., 4-2-2002)
