All new tenants shall register at city hall providing their billing address, proper identification, and a deposit of fifty dollars ($50.00) to be eligible for water and sewer service. After a tenant vacates the rental property and all water and sewer bills have been paid in full, each such tenant shall receive a refund of the fifty dollar ($50.00) deposit. (Ord., 12-12-2005)
