It shall be unlawful to plant any tree or shrub in any public street or parkway or other public place, or to remove the same, without having first secured a permit. Applications for such permits shall be made to the city clerk and shall be referred by him to the mayor and city council. All trees and shrubs shall be placed subject to the direction and approval of the superintendent of public works. (Prior code § 12-2-1)
