Any vehicle illegally parked may be removed and towed away. The police department is hereby authorized to remove and tow away, or have removed and towed away by a commercial towing service, any such car or other vehicle parked in violation of this chapter. Vehicles so towed away shall be stored in a safe place and shall be returned to the owner or operator upon payment of a fee as determined by the mayor and city council.
