6-2-3: PARKING DURING SNOWFALL:
   A.   Parking Prohibitions:
      1.   Parking shall be automatically prohibited on any part of any street within the city upon which there has been an accumulation of snow and/or ice of one inch (1") or more. Such prohibition shall remain in effect from two o'clock (2:00) A.M. to six o'clock (6:00) A.M. on the day after the snowfall or other weather condition which has caused such accumulation.
      2.   Parking shall also be prohibited on any part of any street within the city at any time when, in the judgment of the city public works superintendent, such prohibition is necessary for the removal of snow and/or ice from said street. A prohibition under this subsection shall become effective eight (8) hours after notices are posted, and notices are placed on each car parked, on the portions of the street where the prohibition is to take effect, and shall continue for such time as is stated in said notices.
   B.   Penalties: The following penalties shall apply with respect to violations of this section:
      1.   The owner of any vehicle parked in violation of this section shall be fined not less than seventy five dollars ($75.00) for the first offense, not less than one hundred fifty dollars ($150.00) for the second offense, and not less than two hundred fifty dollars ($250.00) for the third and all subsequent offenses.
      2.   In addition to the penalties set forth in subsection B1 of this section, the city may cause any vehicle parked in violation of this section to be towed, and the owner of said vehicle shall be liable to the city for the costs of towing and storage of the vehicle.
