The chief of police shall determine upon what streets or portions of streets angle parking shall be permitted and shall line or mark such streets. Upon those streets which have been so lined or marked, it shall be unlawful to park or stand a vehicle across any such lines or markings or to park or stand the same so that such vehicle shall not be entirely within the area designated by such lines or markings.
