The purpose of this zoning district is to provide for (low density/medium density/etc.) multi-family dwellings. The multi-family buildings are generally low-rise, lower density apartment of two to three stories. Open space and recreational amenities should be provided for residents. The R-4 District is appropriate next to areas with low density single family development patterns and may serve as a transitional use. Density is controlled by floor area ratio and open space ratio. The average density will range from 12 to 30 units per acre.
