§ 152.30 PETITION TO MAKE IMPROVEMENTS.
   (A)   Whenever a petition is filed with the Village Clerk, signed by the owners of land representing more than one-half of the frontage of either or both sides of one or more blocks, it shall be the duty of the Clerk to notify the property owners on the street or streets named in the petition to make the improvement within 30 days as described in said petition.
   (B)   If any property owner fails to complete said improvement within 30 days, it shall be the duty of the officer in charge of the streets to proceed to have the work done, the expense to be levied against said improved property.
   (C)   The petition shall describe the style and width of parking, curbs, and gutters and the kind and number of trees to be planted.
