If such public nuisance exists as herein defined, the President of the Board of Trustees or the Police Chief notwithstanding the penalty provision in § 113.99(A) is hereby authorized to and may file a complaint in a court of competent jurisdiction to enjoin and abate the operation of such nuisance.
