(A) A request for continuance of any hearing in any matter before the Commissioner will not be allowed by the Commissioner unless for a good and valid reason and unless made at least five days prior to the date set for hearing.
(B) The Commissioner may, in his or her discretion, grant a continuance if extenuating and unusual circumstances are presented in support of the request for continuance.
