No alcoholic liquors shall be sold, delivered, or consumed in any building, park, street, sidewalk, alley, easement, right-of-way areas, or other property owned by, leased by, or otherwise under the control of the village except and to the extent authorized by the village policies regarding lease of village facilities or issuances of Class T licenses.
