The annual fee for any license issued pursuant to this article shall be paid in advance and submitted with the application for any such license. When a new license is issued at some time other than May 1, the annual fee for any such license shall be proportional reduced by the number of full calendar months that have elapsed prior to the issuance of any such license since the previous May 1. No such annual license fee or part thereof shall be refunded after the issuance of any such license. License fees may be paid semi- annually by May 1 and Nov 1 for an additional fee of 5% of the license fee.
