SCHEDULE I. NO PARKING.
   (A)   (1)   It shall be unlawful for any person, firm, or corporation to park any motor vehicle within the boundaries of Long Street, also known as U.S. Route 45, as it extends through the corporate limits of the village.
      (2)   Any person, firm, or corporation violating the provisions of this division (A) shall be fined in the amount of $250 for each offense.
   (B)   Parking on the public right of way on West Walnut Street between U.S. Route 45 and James Street is prohibited.
   (C)   (1)   Parking on the west side of North James Street between Windstone Street and Walnut Street is prohibited. Parking will be allowed on the east side of the street only.
      (2)   Violation of division (C)(1) above shall result in a fine of $10 with each day of the violation constituting a separate violation.
   (D)   The parking of motor vehicles on or across public sidewalks, even in part, is hereby prohibited. Each day that such a violation continues shall be deemed a separate violation. In the event of a violation of this division (D), the violator shall be fined an amount of $25 for the first offense. In the event of a second offense (being a violation which occurs within six months of the first months), the violator shall be fined an amount of $75. In the event of subsequent offenses (being offenses which occur after the second offense but within six months of the first offense), the violator shall be fined an amount of $150 for each subsequent offense.
   (E)   The parking of motor vehicles at the Main Street parking lot located at 114 Main Street is permitted subject to the following restrictions.
      (1)   Such parking shall be limited to licensed motor vehicles which are in proper working order.
      (2)    Parking shall be permitted on all days except that no parking shall be permitted between the hours of 2:00 a.m. and 5:00 a.m. each day.
      (3)   Motor vehicles shall be allowed to park no more than three consecutive days with each such period separated by at least one day of such vehicle not being parked in said lot.
      (4)   No more than one vehicle owned in entirety or in part by an individual or an entity may be parked in said lot at any given time.
      (5)   Parking in said lot may be prohibited by order of the Police Chief posted at least 48 hours prior to said prohibition and shall be pursuant to such times and restrictions as posted.
      (6)   No trailers of any kind shall be permitted to park in said lot.
      (7)   The only exceptions to the within restrictions shall arise from events authorized by special permits issued by the village subject to the terms of such permits or as otherwise approved by the Board of Trustees.
      (8)   In the event that one or more vehicles is illegally parked in said lot, such vehicle(s) may be towed at the direction of a member of the police department of the village at the cost of the owner of such vehicle.
      (9)   In addition to having the illegally parked vehicle(s) being towed, the owner of the vehicle shall be subject to a fine of $100 for each day that such a violation exists.
