On the 16th of each month, there will be a $10 penalty added to each bill that is unpaid, and a notice will be mailed indicating the penalty and date of service termination, which is seven days after the mailing of the notice. In the event such rates or charges for water or sewage service, including any penalty then due, are not paid within 23 days after the date of the mailing of the original bill rendered for such service, such charges and penalties shall be delinquent, and thereafter such delinquency shall constitute liens upon the real estate for which such services are supplied; and the Village Clerk is authorized and directed to file sworn statements showing such delinquency in the Office of the County Recorder of Deeds, and the filing of such statements shall be deemed notice for the payment of such charges and penalties for such service and to pursue such legal action as is necessary to collect the delinquent charges.
