For service rendered to residential property, apartments, and flats outside the village limits, the rates and charges for the use of and for the service supplied by the combined municipal waterworks and sewage system of the village shall be one and one-half times the rate as set forth in §§ 50.42 through 50.46. Charges for all other types of connections outside the village limits shall be based upon contract agreement between the village and the applicant, but rates established by said contract shall in no case be less than the amount set forth in this chapter.
