(A) The meters will be read by the village once each month, except where weather conditions or other circumstances prevent the reading of meters, then each water sewage bill will be estimated by the village.
(B) Bills shall be rendered at the first each month and shall be payable on the fifteenth of each month. Bills will be paid to the Treasurer of the village or his or her designated representative.
