927.12. Notice before opening street.
   At least forty-eight hours prior to the commencement of work to open any street or public right of way for the purpose of tapping and making connection to a public sewer, the applicant shall notify the Director of Public Service or his authorized representative of his intention to commence such work. The work shall not commence until approval of the Director or his representative is given. All excavations for building sewer installation shall be adequately guarded with barricades and lights and comply fully with all applicable requirements of the City, County, and State, so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in accordance with the rules and regulations of the Director. All backfilling of the excavation in the public right of way made for such work shall be under the observation of, and approved by, the Director. All work shall be governed by the most current specifications of the Division of Engineering and Construction regarding "openings in the public right of way."
