An existing building sewer may be used only when upon application for the installation, alteration or modification of a building sewer, it is found on examination and tested by the applicant to the satisfaction of the Director of Public Service that such building sewer complies with all requirements of this chapter and the rules and regulations of the Director. The applicant shall be responsible for maintenance of the building sewer and connection into the public sewer for a period of one year after the completion of the work and shall so signify by signing the appropriate form provided by the Director. Building sewers or openings in the public sewer shall be plugged to prevent dirt or fill material from entering the sewer system, during the work and upon abandonment of an existing connection or opening.
