All tappings and connections to public sewers shall be made under the observation of, and in compliance with the rules and regulations of the Director of Public Service. At east forty-eight hours prior to the commencement of such tapping and connections, the applicant shall notify the Director of Public Service or his authorized representative.
The tapping and connections can only be made when an authorized representative of such Director is present to see the whole of the work done, and the approval of the authorized representative shall be obtained prior to the covering of the connection and building sewer by backfilling of the excavation. The duly licensed person making connections with sewers shall keep in repair and good order, the whole of the work executed by him for a period of one year from completion of the project.
