909.03. Street lighting - rate of assessment beginning 1982.
   (a)   To pay a part of the cost and expense of lighting the streets, lanes and public ways in the City, there shall be assessed upon the lots and lands bounding and abutting upon such streets, lanes and public ways beginning with the year 1982, the sum of thirty-five cents (35¢) per benefitted front foot per year, (1) for all such street lighting provided by standard wood pole construction with overhead supply and with lamps of sufficient intensity to provide two-tenths foot-candles of light, (2) for all additional lighting upon such streets, lanes and public ways which are main arterial thoroughfares and upon dangerous intersections when Council determines an increase of light intensity is necessary for public safety, except: In addition to the rate set forth above, there shall be assessed upon such lots and lands for additional lighting facilities such as steel poles with underground or overhead supply and all other additional installations such sum, which is the difference in the cost of such lighting to the City between facilities and the standard wood pole, construction per benefitted front foot, as set forth in subsection (a) (1) hereof.
   (b)   The City shall pay that part of all costs and expense of such street lighting over and above that provided herein out of the General Fund or out of such other funds which Council may provide for such purpose.
