The City of Toledo hereby adopts and incorporates by reference the rules and regulations which have been adopted pursuant to Ohio R.C. 1345.05 (B) (2) by the State of Ohio. Such rules and regulations shall be enforced only by the administrative powers contained in Section 795.07, and no criminal penalties shall be imposed for a violation thereof, except those penalties specified by Section 795.99 for a violation of a cease and desist order of the Chief Inspector.
