(a) The Chief Inspector is hereby authorized and directed, after consultation with the Advisory Board, to prepare and submit to the Director of Community Development such procedural rules and regulations as are necessary and proper to lawfully effectuate the purposes of this chapter.
(b) The Director of Community Development shall promulgate such rules and regulations after consultation with and approval of the Mayor. Such rules and regulations shall be published in the Toledo City Journal and shall be effective thirty days after publication.
