(a) The provisions of this chapter as to registration requirements shall not apply to peddlers who sell or deliver solid fuel in quantities of 500 pounds or less, except as hereinbefore provided; to wholesalers who sell to regularly registered dealers, or who sell and deliver in railroad cars to industries, institutions, firms or individuals which consume the solid fuel themselves and maintain private switch tracks, contiguous to their plants, for its unloading; or to persons who haul solid fuel for their own consumption in trucks titled in their own name.
(b) All persons purchasing solid fuel in carload lots or truckload lots and who resell, deliver or distribute it to employees, friends, relatives or others, are to be considered in the solid fuel business, and require a regular registration certificate as herein provided.
