(a) Every person selling or delivering solid fuel within the City shall have a certified weigh-master correctly weigh such solid fuel and shall furnish to the driver or person in charge of each load or delivery, a ticket, signed and sealed by the certified weigh-master, showing the gross, tare and net weights.
(b) Such ticket in addition shall also state the name and address of the purchaser, correctly describe the kind, grade and size of such solid fuel, and shall conform to all the requirements of the laws of the State, and each ticket must set out legibly all the information required, and in such manner as to be understandable to the purchaser. The seller's driver or person in charge of each load or delivery shall, upon delivery, give a duplicate copy of such ticket to the purchaser.
(c) Every person selling or delivering solid fuel within the City in lots not in excess of 500 pounds shall deliver to the purchaser at the time of delivery a certificate stating the name and address of the seller, the net weight and the kind, grade and size of the solid fuel delivered.
