(a) Persons duly registered to engage in the solid fuel business in the City, or competent regular employees of such dealers, upon application shall be appointed by the Chief Inspector of Weights and Measures as certified weigh-masters for the purpose hereinafter set forth, provided such applicant or the employer of such applicant owns, or leases, the following equipment for the operation of the solid fuel business: a yard with reasonable storage facilities therefor; a private railroad siding; and office and truck or wagon scale of sufficient capacity to weigh loaded delivery vehicles used in the business.
(b) All appointments as certified weigh-masters shall expire on March 31 of each year.
