(a) The registration fees herein required for any person who offers for sale, sells or delivers solid fuel in quantities exceeding 500 pounds shall be sixty-five dollars ($65.00).
(b) The registration fees herein required for the issuance of a certificate to persons who offer for sale, sell or deliver solid fuel in quantities not exceeding 500 pounds shall be ten dollars ($10.00) per year.
