Upon receipt of such application together with satisfactory evidence that all State regulations pertaining to the Worker's Compensation Act, the Sales Tax Act and the Federal Social Security Act have been complied with by the applicant, the Commissioner of Taxation and Treasury shall issue a certificate to the applicant to engage in the solid fuel business within the City.
