No person shall engage in the solid fuel business before he shall make application for a certificate of registration or renewal of certificate of registration in writing to the Commissioner of the Treasury together with the fee as provided herein for such registration. In the event that such application for a certificate of registration is rejected, the fee shall be returned forthwith to the applicant.
