793.03. Use of terms "smokeless," etc.
   (a)   No person selling or delivering solid fuel within the City shall deliver or attempt to deliver solid fuel containing more than twenty-three percent volatile matter, if such solid fuel has been advertised by the seller, ordered by the purchaser or described in the weigh-master's certificate as "Smokeless" or "Low Volatile," "Pocahontas" or "New River." No person selling or delivering solid fuel within the City shall deliver or attempt to deliver solid fuel containing more than twelve percent in ash content, if such solid fuel has been advertised by the seller, ordered by the purchaser or described in the bonded weigh-master's certificate as "Smokeless," "Low Volatile," "Pocahontas" or "New River." No high volatile bituminous coal or lignite shall be advertised as smokeless, sootless, no soot, ashless or clinkerless.
   (b)   Any solid fuel which has been advertised by the dealer, ordered by the purchaser or described in a certified weigh-master's certificate as "Smokeless," "Low Volatile," "Pocahontas" or "New River," exceeding twelve percent in ash shall use the words "refuse coal" or "throw out coal" before or after the trade name of the coal.
