The test of such computing scales may be made by the Inspector at the place or places where the same are used, and it shall be the duty of any person, firm or corporation, when called upon by the Inspector, to exhibit to him any computing scale used or intended to be used by him or them for weighing or measuring any article or commodity, and to permit such Inspector to examine, test and mark or seal the same.
