(a) The Chief Inspector of Weights and Measures/Consumer Protection and his assistants are authorized to inspect all balances and all weighing and measuring devices used in the purchase and sale of commodities and merchandise in the City of Toledo, and the Weights and Measures/Consumer Protection Agency is authorized and directed to demand and receive for use of the City a ten dollar ($10.00) minimum annual license fee for those places having up to two devices and an additional fee of three dollars ($3.00) for each device for those places having over two devices; a ten dollar ($10.00) fee for testing and sealing each taximeter; and a fifteen dollar ($15.00) fee for the issuance of each certified weighmaster's certificate.
(b) In addition to the annual license fee, the fee for sealing devices such as hopper scales, tank trucks and prover tanks shall be based upon the time required for testing and sealing at the rate of ten dollars ($10.00) per inspector per hour or fraction thereof.
(c) No person, partnership or corporation, as owner, or any agent, trustee, director, officer or employee of any person, firm or corporation shall refuse or neglect to pay as herein directed any fee.
