All persons using weights, measures, yardsticks, tapelines or other linear measures, scales, beams, steelyards, platform scales, computing scales, gasoline, oil or other measuring pumps or other machinery or appliances, utensils or receptacles for weighing or measuring any articles or commodities intended to be bought or sold in the City, or in the weight or measurement of which other persons or the public are interested shall cause such weights, measures, yardsticks, tapelines or other linear measures, scales, beams, steelyards, platform scales, computing scales, gasoline, oil or other measuring pumps or other machinery or appliances, utensils or receptacles used for weighing or measuring as aforesaid, to be tested, marked and sealed by the Chief Inspector of Weights and Measures; provided that the same have not heretofore been so tested, marked and sealed by such Inspector in accordance with the regulations pertaining to weights and measures.
