The Chief Inspector is also authorized and directed to mark or stamp any or all of such packages or containers referred to in Chapter 789 which are not marked or printed in accordance with the terms and provisions contained in such chapter, or which contain goods or articles found short in weight, dry measure, liquid measure or numerical count, or both, with the words "illegal weight," "illegal measure," "illegal count," "illegal printing" or "illegal no printing," as the case may be, in letters not less than one quarter inch high.
